Enable worker retries when exporting relations

Rodrigo Tomonari requested to merge rodrigo/enable-retries-on-relation-export-worker into master

What does this MR do and why?

RelationExportWorker already implements the sidekiq_retries_exhausted callback to handle retries. However, retries don't occur because the service is rescuing exceptions.

This change updates RelationExportService not to rescue errors and let them bubble up.
