Remove legacy ai secrets

What does this MR do and why?

This MR is being created to clean up the use of Vertex and Anthropic secrets in the Gitlab rails application. Now that the connection to these services is being handled inside of the AI Gateway application, these secrets along with the associated code and test are now deprecated.
