What does this MR do and why?

  • Add new work item type definitions table and backfill with "correct" information
  • Add new column work_item_type_definition_id to issues table as a foreign key to it
  • Add sync logic to ensure new and updated records also update this new column
  • backfill foreign keys to point to the work item type definition ID
