Backend data required for VueJS Project Header app

What does this MR do and why?

coach will finish MR created from !153105 (closed) which already had all approvals except backend

Sends the required backend data that will be used by the VueJS port of the Project Header. Currently none of the data is being used. In follow up MRs the frontend code will be changed to make use of this data based on a feature flag ( [Feature flag] Enable vue_project_header (#461794)).
