When feature flag ff_compliance_pipeline_maintenance_mode is enabled show users a banner to entice them to upgrade their pipeline to a scan execution policy.

How to set up and validate locally
- Got to compliance center on an ultimate group. (Left navigation: secure -> Compliance Center)
- Switch to the frameworks tab.
- Create/edit a framework to find the UI mentioned in the screenshot
