Document known issues with runner token rotation

What does this MR do and why?

This MR adds more information to the Known Issues section of the New Runner Workflow page, so that users are aware of problems that can arise from enabling automatic runner token rotation in environments where the runner token is used by multiple gitlab-runner instances.
