What does this MR do and why?

This Merge Request adds support to the following Approval Rules APIs for exposing the report_type field:

  • Project Approval Rules
  • Group Approval Rules
  • Merge Request Approval Rules

This provides functionality that's needed by the GitLab Terraform Provider to add support for things like CodeCoverage approval rules.
