Fix missing filename when downloading generic package in release page

What does this MR do and why?

We are backporting Fix missing filename when downloading generic p... (!155013 - merged) to %17.0. It's a regression:16.11 but we agreed with the self-managed customer that the fix will be backported to %17.0 so when they upgrade their instance to %17.0, the regression will be fixed.
