Remove code_suggestion_events_in_click_house FF

What does this MR do and why?

This change removes the code_suggestion_events_in_click_house feature flag.

  • The FF was already enabled in PRD for 2 months.
  • There is an addition application config for controlling the enabled/disabled state of the feature. (Gitlab::ClickHouse.globally_enabled_for_analytics?)
