Update ci-qa to v8.15.0
What does this MR do and why?
Bumps pipeline-common to 8.15.0 which should help resolve Failure in e2e-package-and-test on master (gitlab-org/quality/pipeline-common#41 - closed)
- Prior to this fix, we are seeing failed jobs e.g. https://gitlab.com/gitlab-org/gitlab/-/pipelines/1320804249 as the docker image is unavailable.
NB: !152411 (closed) wasn't merged hence the direct jump from 8.10.x -> 8.15.0
How to validate
- Verify that jobs in
E2E Omnibus GitLab EEe.g. https://gitlab.com/gitlab-org/gitlab/-/pipelines/1320865946 are running as expected.
