Draft: Update labels page UX and refactor to Vue [POC only]
What does this MR do and why?
This MR is a POC only and should never be merged. This exists primarily to support WIP discussion around overall approach before this gets broken into smaller MRs behind a FF.
Updates UX for labels list page, and refactors page to use Vue.
