Allow local requests in vertex ai and anthropic clients

What does this MR do and why?

This MR adds allow_local_requests: true flag to VertexAI and Anthropic client.

We forgot to add it. This is already added in AIGateway::Client https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/lib/gitlab/llm/ai_gateway/client.rb#L72
