- Setup gdk to simulate SaaS - https://docs.gitlab.com/ee/development/ee_features.html#simulate-a-saas-instance and restart GDK
- create a group
- Go to the group's settings > billing page and see the 'Talk to an expert' button at the bottom.

- In the gitlab admin UI, edit the group to be on premium plan
- Go to the group's settings > billing page and see the 'Contact sales' button on the ultimate plan.
