Skip FindConfigs step when policy shouldn't run for a pipeline source

What does this MR do and why?

This MR refactors logic which determines when a policy should be enforced for a given pipeline source and applies it for pipeline execution policies in FindConfigs step of the pipeline creation chain.

Addresses suggestion from !150156 (comment 1927033159).
