What does this MR do and why?

Based on the discussion in !154573 (comment 1930267468), the desired_sharding_key configuration on this table is unwanted, and we can set the sharding key another way.

#464719 will be worked on for this, so we are currently removing the desired sharding key configuration and setting this issue as sharding_key_issue_url instead.
