GraphQL: Add managers field to CiRunner

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge pedropombeiro/464460/remove-alpha-anotation into master

What does this MR do and why?

The CiRunnerManager type is currently stable enough to be made public, and in %17.0 we disabled runner registration tokens, so in this MR we're removing the alpha annotation so that users feel free to take advantage of it.
