What does this MR do and why?

This merge request updates the Secret Push Protection page to highlight the limitation around files commited during an initial push to a new repository. The section of Troubleshooting is removed and moved higher up in the page as discussed in this conversation with Technical Writing counterpart (internal, slack, only available for 90 days).
