Geo - Remove unused Geo::RepositoriesChangedEvent

What does this MR do and why?

This MR removes the unused Geo::RepositoriesChangedEvent class. With the migration of project/wiki repositories to the SSF, the Geo::RegistryConsistencyWorker now handles the cleanup of repositories when the repositories for selective sync of a specific Geo secondary change.
