Move to MWCP work to FOSS

What does this MR do and why?

Merge when checks pass is going to supersede Merge when pipeline succeeds.

For this to occur, we need to move the MWCP code into FOSS, and handle the states to auto merge that are FOSS

To Test:

• Open ../env.runit and set FOSS_ONLY=1
• gdk restart
• Open a MR
• Make sure it is mergeable
• Set to draft
• Set Auto Merge
• Set MR to ready
• MR should merge
