What does this MR do and why?

With the completion of !149937 (merged), we can now migrate the Background aggregation warning from a custom alert message, to a panel specific warning message.

How to set up and validate locally

  1. Create a group
  2. Navigate to Analyze > Analytics dashboards from the left hand menu
  3. Select Value Streams Dashboard from the dashboards list
