What does this MR do and why?

This MR Refactors the docs about Usage Quotas.

Before After
  • Usage Quotas docs page only described Storage quotas
  • There were no mentions about Project and Profile of Usage Quotas
  • Each Usage Quotas page has its own docs reference (Profile, Group, Project)
  • Storage Usage Quotas moved to its own dedicated page

All code changes are just updates on docs URL.
