Reallocate foundations-labelled metrics to correct teams

What does this MR do and why?

Looks like group::foundations changed to grouppersonal productivity!

Rename "Foundations" group to "Personal product... (gitlab-com/www-gitlab-com!134353 - merged)

This MR updates the event & metric definitions to the new name. (per https://gitlab.com/gitlab-com/www-gitlab-com/-/blob/master/.gitlab/merge_request_templates/Group-Stage-Category-Change.md#after-approvals-and-merge)

Also re-assigns one of the ex-foundations events to grouppackage registry which is more accurately owned by them (there's an equivalent package metric in EE ee/config/events/20210915205137_packages_delete_package.yml that needs the group updated too, but it's ultimately theirs).
