What does this MR do and why?

This MR does:

  • Export multiple methods for reusing on Jihu side.
  • Move the regexer as a class member.
  • Change the import entry for merge_request_tabs.js to allow Jihu to rewrite.

This WILL NOT cause any side effect for the CE version, the exported methods/functions were used by the down stream to avoid code duplication and to keep the single source of truth.
