Align ai features naming for summarize comments
What does this MR do and why?
The changes in this merge request involve renaming the "summarize notes" feature to "summarize comments" across various files in the codebase. This includes renaming the feature flag, updating the ability checks, and adjusting the frontend feature flags. The purpose of this change is to better reflect the functionality of the feature, which summarizes comments rather than notes.
