Update rollout issue url
What does this MR do and why?
At the time of this feature flag creation, the process was to create the feature flag under https://gitlab.com/gitlab-com/gl-infra. After moving our rollout issue from that repository to #437128 (closed), we did not update the rollout issue URL.
This MR updates the rollout issue in the feature flag definition.
