This is a backport of !153228 (merged) to fix the issue when running QA for release-environments with GitLab 17.0

Add parallel to release-environments-qa

Smoke tests were parallelized, so we need to use the parallel feature of GitLab CI to run the job faster.

This is done as a suggestion from the Test Platform team (cc @svistas ). You can read the original discussion on the internal Slack.
