Cherry pick add job to re-tag gdk image on release tag creation to 16.4

What does this MR do and why?

This MR cherry picks !144262 (merged), !143405 (merged), and !147243 (merged) to create an image tag for the stable branch. These MRs were merged in 16.0, and we need to bring these changes into 16-4-stable-ee to fix the image not found issue.
