What does this MR do and why?

Unblock modular policy POC for create:ide

Assigning create:ide the responsibility of these policy files to enable them to iterate on a POC of "modular policies". This effort has had a lot of pushback from group::authorization, and warants discussion (link below). create:ide needs to be unblocked in the meantime.

group::authorization will temporarily allow group::create:ide to hold reviewer responsibility for these policies until a POC is delivered, after we will discuss the benefit in the discussion linked to below.

If at any time group::create would like additional opinion from group::authorization they are welcome to ping @gitlab-org/govern/authorization/approvers.
