🔬 What does this MR do?

Improve the notes in https://docs.gitlab.com/ee/user/group/manage.html#transfer-a-group around packages.

  • The NPM packages restrictions is only enforced:
    • when the group is a root group.
    • when there is any npm package following the naming convention.
  • Remove a note about a restriction around group level Maven endpoints. Such restriction doesn't exist.
