Link to analytics-stack project from the onboarding flow
What does this MR do and why?
The changes introduce a new link to the public helm-charts project in the self-managed provider card component of the product analytics onboarding feature. This link is only visible when the "Use instance-level settings" checkbox is unchecked, and provides users with a resource to set up their own analytics stack. Additionally, the text describing the requirement for a deployed instance of the analytics-stack project has been updated to reference the helm-charts project instead.

How to set up and validate locally
- Enable Product analytics on your GDK by following the instructions.
- Navigate to Project > Analytics > Analytics dashboards and click on
Set upin the Product Analytics row. - Untick the
Use instance-level settingsoption to see the link.
