[16-11] Fix Sidekiq migration timeout

What does this MR do and why?

For #458743 (closed), the migration db/post_migrate/20240124043507_migrate_sidekiq_queued_and_future_jobs is timing out on Dedicated customers environment due to the migration running in DB transaction. This migration however doesn't interact with the DB at all, as it only migrates Sidekiq jobs to the correct queue based on routing_rules configuration.

This fix adds disable_ddl_transaction! to the migration.
