What does this MR do?

In #389808 (comment 1891846286), a user pointed out how we did not yet complete the linked issue, and points out how Furkan's comment seemed to be accurate. This MR takes that information and adds it to the details for rules:changes, and tries to rearrange the content to make it easier to understand.
