Remove skip_db_write option from Service Ping

What does this MR do and why?

Related to #428656 (closed).

This removes the skip_db_write option from Service Ping service and worker.

We don't manually generate Service Ping anymore, so there's no need for this option. skip_db_write is not passed anywhere in code - it was only used in manual console method calls.
