What does this MR do?

Tries to visualize a very clear rubric for how GitLab Runner timeouts are processed.

For me, the fact that the Project runner timeout: a) exists, b) always has a value and c) defaults to 60m created a lot of "iteration churn"

Also the fundamental positive change of configuring runner timeouts AFTER deployment via the new token is more effectively surfaced here for those familiar with the old way.
