Upgrade review-apps kubectl to kubernetes 1.27

Context

I recently upgraded the review-apps GKE cluster to version 1.27.

There needs to be a maximum of one minor version between kubectl and the cluster version (we're good so far, but won't be as soon as the cluster upgrades to 1.28).

What does this MR do and why?

Upgrades kubectl to version 1.27 for review-apps.
