Reject zero-length component names and versions
What does this MR do and why?
The schema validates that names and versions are not nil, but does not verify that they are at least 1 character long. A zero-length string is not considered valid by ActiveRecord. This change fixes ingestion failures when a zero-length component name or version is provided.
