What does this MR do and why?

Updates and replaces the admin_issue_link permission with the existing admin_issue_relation permission and removes the prevent rule from the ProjectPolicy so that issues in open projects can link to issues in archived projects. It is still not possible to create a link from an issue in an archived project.
