Auto expand merge commit message field
What does this MR do and why?
Migrates field to GlFormTextarea and enabled auto expand feature with a maximum of 32 visible lines.
This will also help with the AI «Create AI-generated commit message» feature as it appends it's summary to the field which can be not visible at all.
