Revert removal of bitbucket_server_convert_mentions_to_users FF

What does this MR do and why?

A customer reportet that with the bitbucket_server_convert_mentions_to_users being removed, they are no longer able to migrate projects from BitBucket Server to GitLab SM. Reverts the bitbucket_server_convert_mentions_to_users FF removal from !141859 (merged).
