Update data_category for newly instrumented metrics to be used in PUD tables (failed - closed)

What does this MR do and why?

This MR will change the data_category from optional to operational for the following metrics:

• counts.count_total_create_ci_build_monthly
• counts.count_total_create_ci_build
• counts.count_total_create_ci_internal_pipeline
• redis_hll_counters.count_distinct_user_id_from_create_ci_internal_pipeline_monthly
• counts.count_total_create_ci_internal_pipeline_monthly

This change will allow us to collect usage from customers who opt into sending us operational data as part of cloud licenses.
