Remove compliance framework management from settings

What does this MR do and why?

This MR removes "compliance framework" settings from group/project settings

Note:

  • for project it is silently removed (this is intentional)
  • for group we're adding a callout about Compliance center

We intentionally do not move any files yet to keep this MR focused solely on callout and removals. Further cleanups and moving files will follow

How to set up and validate locally

  • Ensure you are on EE
  • open any top-level group settings
  • Observe callout
  • open any project settings
  • observe "compliance center" missing
