Move compute minute RSpecs to hosted_runners feature

What does this MR do and why?

The compute minutes feature is now owned by the hosted runners group. Updating the feature category for the corresponding specs to use the hosted_runners category rather than being in the generic continuous_integration one. This should allow any flakey tests to be correctly attributed to that group going forward.
