Draft: Update links to handbook pages in templates

Hi @erran 👋 (Not urgent!) I noticed this 1 broken link to one of "your" pages and then noticed that many more HB links were outdated. Since CODEOWNERS says that each .gitlab/*_templates change "can be merged by any user who has maintainer rights", could you please do it at some convenient time??
