Adds command for kind cluster creation and integrates it in to pipeline:

• Add setup for subcommand creation: !151892 (d3ad6796)
• Implement class to create kind cluster: !151892 (ea57a158)
• Implement suggestion comment on simplifying logging helper: !151892 (ebf76ef8)
