Remove overflow:hidden from gl-card

What does this MR do and why?

• Removes gl-overflow-hidden on instances of gl-new-card to fix dropdown overflow issue

• Fix existing UI inconsistencies or bugs (for example, the tiny icon on linked resources on mobile)
