Finalize `BackfillVulnerabilityReadsClusterAgent` migration

What does this MR do and why?
This migration was introduced by Add background migration to backfill casted_clu... (!89915 - merged) but has never been finalized. With this change, we are introducing a post-deployment migration to finalize it.
After we finalize this migration, we will be able to remove the temporary index introduced for the backfilling migration.
Related to Finalize `BackfillVulnerabilityReadsClusterAgen... (#458742 - closed).
