What does this MR do and why?

This update introduces documentation for automatic seat removal feature for GitLab Duo Pro subscriptions. If the number of purchased seats decreases during renewal, any excess assigned seats will be automatically removed. The selection of seats to be removed prioritizes users who haven't used code suggestions and those who used them least recently.
