Enable CSP in dev and CI

What does this MR do?

Updates gitlab.yml.example to have CSP enabled. This enables CSP for CI and also for newly generated configs in dev.

Fixes a few instances of missing nonce when using jQuery.globalEval and refactors inline JS in links.
