Add feedback verbiage to guided tour exit routine

What does this MR do?

This will do the following things:

• Change the guided tour exit verbiage and flow to match: https://gitlab.com/gitlab-org/gitlab-ce/issues/55523#exit-interaction
• Report to feedback of data to snowplow

We are doing this in order to to measure the users experience with our activation flow. A pervasive negative experience should be addressed even if it leads to more users reaching activation.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
