Update cleanup scripts delete_before default

What does this MR do and why?

Due to recent improvements of the test-resource-handler that affects delete-test-resources job and Delete failed test resources weekly scheduled pipeline, we are going to reduce the frequency of the General Test Resource Cleanup scheduled pipeline to once a week on Sunday, one day after Delete failed test resources weekly on Saturdays.

This MR updates the cleanup scripts delete_before default to today - 1 which would delete the resources for the past week.
